SPORTING AND TECHNICAL REGULATIONS

 

 

 

1.                   SPORTING REGULATIONS - General

1.1.             TITLE AND JURISDICTION:

[A]                  The Porsche Open Racing Series and the Porsche Open Racing Championship are organised and administered in accordance with the General Prescriptions of the Motorsport Ireland (MI) and these Series Regulations.

1.3.             COMPETITOR ELIGIBILITY:

[A]                  Entry into the Porsche Open Racing Championship will be by invitation of the organisers.

[B]                 Drivers and Entrant/Drivers must be fully paid up valid membership card holding members of the Porsche Open Racing Series and must be in possession of a valid 2008 competition licence

[C]                 All necessary documentation must be presented for checking at all rounds when signing on.

1.4.             REGISTRATION:

[A]                  Registrations will be accepted from publication of these Regulations.   .

[B]                 All drivers must register as competitors for the championship by returning the Registration Form (COMPLETED IN FULL) with the Registration Fee to the Co-ordinator at least seven days prior to the date of the first race being entered.  Such registration will only be complete when written acceptance is issued by the Organisers.

[C]                 The Registration Fee is Euro 250.00.  Made payable to:- PORSCHE OPEN RACING SERIES.

[D]                 Permanent Competition numbers will be issued by the Organisers.

1.5.             SERIES ROUNDS:

[A]                  The Porsche Open Racing Championship will be contested over a maximum of 16 races to be run at accredited motor racing circuits.

[B]                 If an event takes place outside the Island of Ireland, the points from two rounds may be discounted from the total for each competitor. (See Appendix A 6.9.1) If 10 rounds or less are run then all scores will count.

[C]                 The championship will consist of 4 classes and will be based on power to weight and other performance factors to be determined by the organisers. All drivers wishing to compete in the 2008 championship must return a completed registration form. Competitors may nominate their class initially but the organisers reserve the right to reclassify a car to a class they consider most appropriate to its performance, based on the class parameters laid down by the club race committee.

[D]                 Competitors may move to different classes in the season if they exceed the parameters of their Appointed class. All points scored will count towards the overall championship which will be the championship recognised by MSI.

[E]                 In the event of a tie, the championship position will be awarded to the competitor in accordance with Appendix A 6.10.

[F]                 Points will be awarded as below (section 1.6) within each class.

1.6.             POINT SCORING SYSTEM FOR EACH CLASS

[A]                  A competitors finishing position for their class is determined by their finishing position after discounting cars from all higher classes, i.e., competitors who finish behind a competitor from a lower class will be awarded a corresponding higher class position.

[B]                 Points will be awarded based on finishing position within each class according to the table below:

[C]                 In the case that there are less than 4 cars competing in any class, reduced points will be awarded as follows:
                3 cars: Points from table above for finishing position plus 1 (i.e. 12 points for first, etc.).
                2 cars: Points from table above for finishing position plus 2 (i.e. 10 points for first, etc.).
                1 cars: Points from table above for finishing position plus 3 (i.e. 8 points for first, etc.).

[D]                 In the case that there are 4 or more cars competing in a class. 2 additional points will be awarded to the competitor on Pole Position for the class when grid positions are based on the official timed qualifying, i.e., pole points will not apply to second race based on the same qualifying result, or to a race where grid positions are based on the finishing positions in a previous race.

[E]                 In the case that there are 4 or more cars competing in a class. 1 additional point will be awarded to the competitor with the fastest lap for the class during the race.

[F]                 The number of competitors competing in a class will be determined by the number of competitors from the class that are listed in the official results for the race (inclusive of non-starters and non-finishers).

[G]                Competitors who are not registered for the championship will not count in the allocation of points.

[H]                 Each competitor will be allowed to play one “JOKER” at any championship qualifying double header event. The competitor must nominate his “JOKER” before the qualifying session and have the competitor’s car clearly marked to indicate this. The use of the “JOKER” will double the normal score in both races, including pole and fastest lap points, of the double header event.

[I]                    Trophies will be provided (subject to number of starters), to 1st, 2nd and 3rd finisher in each class.

[J]                  Trophies will be presented at the end of each race or at an end of the meeting presentation ceremony.

1.7.              SPORTING REGULATIONS - JUDICIAL PROCEDURES:

[A]                  These will be in accordance with the 2008 MOTORSPORT IRELAND Yearbook and Section 4 of these Regulations.

1.8.              SPORTING REGULATIONS - RACE MEETINGS & RACE PROCEDURES:

[A]                  Entries:  Competitors are responsible for sending to the Race Organisers, correct and complete entries and entry fees prior to the closing dates for each competing round.

[B]                 Incorrect or incomplete entries (including Driver to be Nominated Entries) are to be held in abeyance until they are complete and correct and the date of receipt for acceptance of entry purposes shall be the date on which the Secretary of the Meeting receives missing or corrected information or fee.

[C]                 Any withdrawal of Entry or Driver/Car changes made after acceptance of any entry must be notified to the Secretary of the Meeting in writing.  If Driver/Vehicle changes are made after publication of Entry lists with Final Instructions, the Competitor concerned will be accepted in accordance with MOTORSPORT IRELAND GCR 113

[D]                 Grid positions for the second race of a double header will be determined by the reverse order, within class, of the finishing positions in the first race, i.e. last finisher from class 1 to first finisher from class 1, followed by non finishers from class 1, then last finisher from class 2 to first finisher from class 2, etc.

[E]                 For selected rounds, the Organisers may opt for a Rolling Start on the second race of a double header, subject to approval by the Race Organisers.

1.9.             RESULTS:

[A]                  All practice Timesheets, Grids, Race results are to be deemed PROVISIONAL until all vehicles are released by Scrutineers after Post Practice/Race Scrutineering and/or after completion of any Judicial or Technical Procedures including for any subsequent examination or test at any other specified location as permitted by these Regulations.

1.10.          RACE PENALTIES:

[A]                  Arising from post race Scrutineering or Judicial Action:

[B]                 Minimum penalty: The provisions of MOTORSPORT IRELAND GCRs

[C]                 For infringements deemed to be of a more serious nature the Clerk of the Course and/or Stewards of the Meeting are to invoke the provisions of GCRs Part X

[D]                 In the event of any breach of these regulations the Series Organisers shall be entitled to impose  such penalties as they see fit, including; -Exclusion of a car and/or competitor from taking part in the Series. Subject to appeal to the        Championship Stewards

a)       The organisers reserve the right to impose further penalties on competitors proven by the officials of any meeting to have behaved on or off the track in a manner considered likely to bring the Porsche Open Racing Series into disrepute. This may include individual race bans or exclusion from the series.

b)       Breaches of driving standards will be dealt with firmly. If it appears from official video recordings or any other evidence that there may have been a breach of driving standards or other behaviour, on or off the track, of a manner considered to have brought the Porsche Open Racing Series into disrepute, the organisers will be entitled to request that the Championship Stewards consider the inception of an enquiry into the matter, notwithstanding that the Clerk of the Course or the Stewards of the event may or may not have already investigated the incident. Penalties may include race bans, loss of previously issued awards or exclusion from the series.


 

2.                   TECHNICAL REGULATIONS:

2.1.             INTRODUCTION

[A]                  The following Technical Regulations are set out in accordance with the MOTORSPORT IRELAND specified format and it should be clearly understood that if the following texts do not clearly specify that you can do it you should work on the principle that you cannot.

2.2.             GENERAL DESCRIPTION

[A]                  The Porsche Open Racing Series is for Competitors participating in Porsche vehicles complying with the Technical Regulations published below

[B]                 The Organisers reserve the right to invite or decline entries into the Porsche Open Racing Series

[C]                 Competitors will be required to nominate the weight and power, their Class and the Technical Regulations appropriate to such for their car upon registration (i.e. what Class they are entering). The Organisers reserve the right to combine classes where there are 3 or less competitors. The Organisers reserve the right to impose restrictions to limit the performance of a car where results from the timekeepers show that the car has a significant advantage over other cars in its class. The Organizers reserve the right to move any competitor to a higher class where that competitor has a significant advantage over other competitors in their class. The points scored in the previous class will be counted for the overall championship.

[D]                 The Organisers will notify any competitor should it be necessary to move them to a different class.

[E]                 Any deviation in a car’s specification from the Technical Regulations must be noted with the registration details of the car. The registration may be accepted at the discretion of the Organisers, who will determine the most appropriate class for the car.

[F]                 In considering whether to permit any car to race, the Organisers reserve the right to take into account, at any point during the season, its appearance and the standard of its presentation (including its interior) and may exclude any car the appearance of which they consider may prejudice the reputation of the Series or is otherwise not acceptable. All competing cars must carry the Series Decals, and the Organisers may discount points for competitors that do not comply.

2.3.             SAFETY REQUIREMENTS:

[A]                  Cars are subject to the provisions of MOTORSPORT IRELAND 2008 Yearbook Scrutiny Requirements Appendix S

2.4.             GENERAL TECHNICAL REQUIREMENTS & EXCEPTIONS

[A]                  Interpretation
For the purposes of interpretation, the term 'Organisers' shall refer throughout these Regulations to the Organisers of the Porsche Open Racing Series unless specified otherwise.  In these Regulations 'standard' shall mean in accordance in all respects (whether as to shape, size, material, manner of construction or otherwise) with the manufacturer's recognised Irish/UK/European specification for the model or item in respect of which the expression is used.

[B]                 The Organisers or their representatives shall establish the manufacturer's recognised specification by reference to information provided by the manufacturers or by comparison with the items or components which the Organisers consider accord with such specification or in any other manner which the Organisers shall consider appropriate.

[C]                 The Organisers or their representative shall be the sole arbiters, and any finding of the Organiser as to whether or not any item or component is 'standard' or 'relevant' for the purpose of these regulations shall be a finding of fact.

[D]                 The decision of the Organisers upon all matters in relation to interpretation, applications, breaches and enforcement of these regulations (including without limit, eligibility and classification) shall be final and binding upon all competitors, who shall on registering for the series be deemed to have full knowledge of these regulations and to have accepted same in full.

[E]                 Each car must be registered as a specified model and must at all times and in all respects be standard for such a model except for any modifications expressly permitted by these Regulations.

[F]                 Competitors will be personally and solely responsible for ensuring that their cars comply with their registration details and with these Regulations for each event at which they are entered.  Failure to comply in either respect will be a breach of these Regulations.  Queries on eligibility should be referred in writing, by email, to the relevant Technical Manager, Robin Titterington, at least 7 days prior to an event entered to permit a ruling in advance of any meeting at which it is intended to compete.

[G]               The Organisers reserve the right to strip any engine or transmission of a registered car to establish its eligibility.  In the event of any part being found to be in contravention of any of these regulations the cost of such work will be met by the registered competitor.  The Organisers reserve the right to hold cars until such fees are paid.  Failure to comply with this in all respects will mean exclusion from the Series of the competitor concerned.

2.5.             Classes

[A]                  Class 1     Vehicles with less than 2.5 kg/hp, or more than 400 bhp per tonne, e.g., GT2, 997 GT3, 996 GT3R/RS, Modified/Lightweight 996 GT3 Cup, 935 Turbo.

Class 2     Vehicles with more than 2.5 kg/hp, or less than 400 bhp per tonne, e.g., 911 RSR, GT3 Cup, 964 Turbo.

Class 3     Vehicles with more than 3.5 kg/hp, or less than 285 bhp per tonne, e.g., 3.4 996, 3.6 993, 964 Cup/RS, 3.2 Carrera, 911 SC, 2.7 RS, 944 Turbo, 968

Class 4     Vehicles with more than 6.0 kg/hp, or less than 166 bhp per tonne, e.g., 944, 924S, 924, 356.

[B]                 Power to weight calculations will be based on the weight of the car, including driver, divided by the bhp figure to ascertain the class. All other performance enhancing attributes of the car including braking and suspension systems will be taken into consideration before a final decision is made to the most competitive class for each car.

[C]                 Minimum weight for 996 GT3 Cup cars in class 2 is 1310 kg, GT3 Cup cars with a sequential gearbox 1335 kg. Weight to include driver. No minimum weight for all other classes, save for the car must comply with the kg/hp shown for the class.

[D]                 996 GT3 Cup cars in class 2 must remain standard in all respects as manufactured by Porsche and may be upgraded to 2005 MY. Minimum vehicle weights will be enforced. Non compliance of specifications or minimum weight will result in the car being re-classified to Class 1.

[E]                 All weights subject to a 5% maximum tolerance.

2.6.             SAFETY

[A]                  Cars are subject to the provisions of MOTORSPORT IRELAND Regulations - as an absolute minimum 

2.7.             CHASSIS

[A]                  Standard floor pans including both front and rear bulkheads to be retained including material type.

2.8.             BODYWORK

[A]                  All exterior bodywork is free including material type used.  Aerodynamics are free. GT3 Cup cars in Class 2 must conform to manufacturer’s specification.

2.9.             ENGINE

[A]                  An original crankcase/cylinder block shall be retained. Modification of these items is free.  The original position to be retained save that vertical movement is free within 10cm of original position (in relation to the chassis).  All internal parts are free with respect to type, size and material used.  Induction and exhaust systems are free. GT3 Cup cars in Class 2 must conform to manufacturer’s specification.

2.10.          SUSPENSION

[A]                  Suspension is free. GT3 Cup cars in Class 2 must conform to manufacturer’s specification.

2.11.          TRANSMISSION

[A]                  Only manufacturers production based units are permitted.  Traction control is permitted,    four-wheel drive is permitted.

2.12.          ELECTRICS

[A]                  Electrical systems are free within MOTORSPORT IRELAND Yearbook.  Radio communication between car and pits are prohibited. Electronic timing equipment in cars is permitted

2.13.          BRAKES

[A]                  Brakes are free save that carbon fibre components are NOT permitted (Carbon pads are allowed).  GT3 Cup cars in Class 2 must conform to manufacturer’s specification.

2.14.          TYRES

[A]                  Tyres are free.

2.15.          WHEELS

[A]                  Wheel diameter and width is free. GT3 Cup cars in Class 2 must conform to manufacturer’s specification.

2.16.          FUEL

[A]                  Only standard retail fuel is permitted. Octane boosting additives may be used, subject to a maximum octane level of 102 RON.

2.17.          ELIGIBLE MODELS

[A]                  All factory manufactured Porsches. Kit cars not permitted
